Peraturan Menteri Energi dan Sumber Daya Mineral 15/2025 (Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 15 Tahun 2025 tentang Perubahan atas Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 2 Tahun 2022 tentang Organisasi dan Tata Kerja Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi) is an Indonesian ministerial regulation that amended the organisation and working procedures of SKK Migas, the special task force for upstream oil and gas business activities (Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi). It was signed by the Minister of Energy and Mineral Resources, Bahlil Lahadalia, on 4 July 2025 and promulgated on 9 July 2025, when it took effect.[1][2] It concerns the internal organisation of a government body, a subject of public administration in Indonesia, within the upstream sector described at mining and energy regulation in Indonesia.
The amendment rewrote the tasks and functions of the units under the Secretary of SKK Migas, of its internal oversight unit, of two operational divisions and of its expert staff, replaced the organisation chart in the annex, and required the head of SKK Migas to obtain the minister's approval in principle before issuing working guidelines.[3] CRPG's regulatory tracker published an analysis of the regulation in May 2026.[4]
The preamble gives as reasons the need to make SKK Migas's work smoother, more effective and more efficient, to strengthen coordination and policy synergy in the energy and mineral resources sector, and the fact that several provisions of Peraturan Menteri Energi dan Sumber Daya Mineral 2/2022, signed on 11 January 2022, no longer suited legal developments and organisational needs.[5][6] The regulation cites Undang-Undang 22/2001 on oil and gas, as amended by the Job Creation law of 2023; Undang-Undang 39/2008 on state ministries, as amended by Undang-Undang 61/2024; Peraturan Pemerintah 35/2004 on upstream oil and gas activities; Peraturan Presiden 95/2012 and 9/2013 on the transfer and management of upstream activities; and Peraturan Presiden 169/2024 on the Ministry of Energy and Mineral Resources.[5:1]
Pasal 9 now describes the Secretary's task as coordinating work and managing legal affairs, programmes and communication, public and institutional relations, organisation and human resources, information technology, office facilities and internal finance, archives and procurement. Compared with the 2022 text it adds organisation to the list and no longer qualifies procurement as internal.[3:1][6:1] Under the amended Pasal 11, the Secretary's fifth division, previously the Office Facilities and Finance Division, becomes the General Affairs and Finance Division (Divisi Umum dan Keuangan), whose tasks cover finance, financial reporting, office facilities, security, archives and procurement support.[3:2][6:2]
The Legal Division's task, which in 2022 was described as reviewing and giving legal advice to SKK Migas and input on legislation, now covers input on the making of regulations, legal advice on upstream activities, and legal assistance to SKK Migas and to the contractors under cooperation contracts (KKKS). Its functions name legal advice on cooperation contracts, commercial contracts and strategic cooperation, and advocacy.[3:3][6:3] The Programme and Communication Division manages work programmes, performance monitoring and evaluation, reporting, institutional relations, public relations and protocol.[3:4]
The amendment moves risk management out of the tasks of the internal oversight unit (Pengawas Internal). In the 2022 text the unit's task included risk management and one of its functions was carrying out risk management at SKK Migas; after the amendment its function is supervising the implementation of risk management, while the management of SKK Migas's risk is added to the tasks of the expert staff (Tenaga Ahli), alongside strategic planning, transformation and innovation, and fiscal-term policy analysis.[3:5][6:4]
The operations support division's second function, which in 2022 was managing occupational health and safety and the internal environment of SKK Migas, becomes monitoring and evaluating the work plans and budgets of contractors on health, safety and environmental protection under the cooperation contracts.[3:6][6:5] The formalities division no longer handles SKK Migas's internal security; instead its task and functions add the management of community development and social responsibility activities.[3:7][6:6]
Pasal 77 ayat (2), which in 2022 required working guidelines on the management of upstream activities to be prepared in coordination with the ministry's technical units, now requires them to be prepared after the head of SKK Migas obtains an approval in principle (izin prinsip) from the minister.[3:8][6:7] The annex setting out SKK Migas's organisation chart was replaced, and the amendment took effect on promulgation.[3:9][7]
