Peraturan Presiden 59/2017 (Peraturan Presiden Nomor 59 Tahun 2017 tentang Pelaksanaan Pencapaian Tujuan Pembangunan Berkelanjutan) is an Indonesian presidential regulation on the implementation of the Sustainable Development Goals (Tujuan Pembangunan Berkelanjutan, TPB). It was signed by President Joko Widodo on 4 July 2017 and took effect on its promulgation on 10 July 2017.[1][2] It is one of the planning instruments described at public administration in Indonesia.

The regulation set national targets for 2017 to 2019, aligned with the goals, in an annex; made the Minister of National Development Planning responsible for a national roadmap and national action plan; created a national coordination team chaired by the President; and required governors to prepare regional action plans.[3][4][5] Its preamble records Indonesia's part as a United Nations member in setting the goals of the 2030 Agenda, and the need to align them with the national long-term and medium-term development plans.[6]

In September 2022 a regulation on the same subject, Peraturan Presiden 111/2022, set national targets for 2024. CRPG's regulatory tracker published an analysis of the 2017 regulation in November 2025.[7][8]

Targets and planning documents

Pasal 1 defines the goals as the document containing global goals and targets for 2016 to 2030, the national roadmap (Peta Jalan Nasional TPB) as the plan of strategic policies and stages for 2017 to 2030, the national action plan (RAN TPB) as a five-year plan of programmes and activities, and the regional action plan (RAD TPB) as a five-year provincial work plan.[9] Under Pasal 2, the national targets for 2017 to 2019 in the medium-term development plan for 2015 to 2019 that are aligned with the goals are set out in the annex; the goals are described as aiming to sustain economic welfare, social life and environmental quality, and inclusive development and governance, from one generation to the next.[3:1] The targets guide ministries and agencies in their national action plans and regional governments in their regional plans, and are a reference for community organisations, philanthropy, business, academia and other stakeholders.[3:2]

The Minister of National Development Planning/Head of Bappenas draws up and sets the roadmap and the national action plan, and coordinates support for regional plans, monitoring, evaluation and reporting, and funding. Ministers and heads of agencies plan, implement, monitor and evaluate the goals within their own tasks, and supply and update data.[3:3][10] Pasal 20 required the roadmap to be set within twelve months, the national action plan for 2017 to 2019 within six months and the regional action plans within twelve months.[11]

Coordination

Pasal 8 establishes a national coordination team made up of a steering council, an implementing team, working groups and an expert team.[4:1] The steering council is chaired by the President, with the Vice-President and four coordinating ministers as vice-chairs and the Minister of National Development Planning as implementing coordinator; its members are the ministers of foreign affairs, home affairs, finance and state-owned enterprises, the cabinet secretary and the presidential chief of staff.[4:2] The implementing team is chaired by the Bappenas deputy for maritime affairs and natural resources and includes representatives of government, philanthropy, business, academia and community organisations; a unit of the planning ministry acts as secretariat.[12]

Governors prepare five-year regional action plans with regents and mayors, involving the same non-government groups.[5:1] Ministers and heads of agencies report annually to the planning minister, governors report annually to the Minister of Home Affairs and the planning minister, and the planning minister reports to the President once a year; the results feed Indonesia's regional and global reporting.[13] The national targets and indicators may be reviewed at least once every five years. Funding comes from the state and regional budgets and other lawful, non-binding sources.[13:1][14]

Relationship to other instruments

The national development planning agency whose head coordinates this work was reorganised in 2024 by Peraturan Presiden 195/2024.[15] Peraturan Presiden 111/2022, signed and promulgated on 13 September 2022, set national targets for 2024 and provides that the results achieved by ministries, agencies and regional governments under Perpres 59/2017 are material for reporting on the goals.[7:1]
