Peraturan Presiden 20/2025 (Peraturan Presiden Nomor 20 Tahun 2025 tentang Tunjangan Kinerja Pegawai di Lingkungan Kementerian Kebudayaan) is an Indonesian presidential regulation that provides a performance allowance (tunjangan kinerja) for employees of the Ministry of Culture, whose organisation is governed by Peraturan Presiden 190/2024. President Prabowo Subianto signed it on 27 March 2025, and it was promulgated and took effect the same day.[1][2] It belongs to the civil-service pay rules described at public administration in Indonesia.

In structure the regulation follows the template of the allowance regulations issued for individual ministries in late 2024, such as Peraturan Presiden 133/2024 for the Ministry of Manpower, but it adds a provision for the deputy minister and backdates payment.[9][5:1][6:1]
Pasal 1 defines the employees covered, and Pasal 2 grants them a monthly allowance in addition to their statutory income, having regard to their performance. The amounts are set by position class in the annex under Pasal 3.[10] The annex runs from class 17, at Rp33,240,000 a month, down to class 1; the held copy is partly illegible in the lower rows, though class 16 reads Rp27,577,500 and class 15 Rp19,280,000.[11]
Pasal 4 makes the allowance payable from 1 January 2025, taking into account allowances already received. Under Pasal 5 the Minister of Culture receives 150 per cent of the allowance for the highest position class in the ministry, and the Deputy Minister of Culture 90 per cent of the minister's allowance, in each case from the date of inauguration.[5:2][6:2] Pasal 6 subjects the allowances to income tax.[6:3]
The allowance is withheld under Pasal 7 from employees without a specific position, suspended employees, employees removed from their organic post on waiting pay, employees on unpaid leave or pre-retirement release, and employees of public service agencies who already receive remuneration under the rules for such agencies.[12] Functional officials who receive a professional allowance are paid the difference between the two allowances, or the professional allowance alone where it is higher.[13]
The Minister of Culture sets the position class of each post; a change needs the approval of the minister for the state apparatus and, where it affects the allowance budget, of the minister of finance.[14] Recipients must maintain and improve bureaucratic reform, monitored by the minister and the National Bureaucratic Reform Team, and further rules are left to a regulation of the Minister of Culture.[15]
Pasal 13 keeps in force the implementing regulations of Peraturan Presiden 136/2018 so far as they are consistent with the new regulation. The regulation contains no revocation clause, and Pasal 14 brings it into force on promulgation.[4:1]
